Separate Portfolios for Justice and Internal Affairs in the Commission

José Manuel Barroso, the president of the European Commission, has confirmed his intention to create two portfolios out of the current Commission portfolio, which covers justice, freedom and security . There will be one new commissioner for justice and fundamental, as well as a separate commissioner for security and internal affairs.

Eastern European Intellectuals’ Open Letter to Obama

A group of Eastern European intellectuals, including Vaclav Havel, Lech Walesa and Bulgarian political scientist Ivan Krastev, have signed an open letter to the administration of U.S. President Barack Obama.

The letter says that Central and Eastern European countries are no longer at the heart of American foreign policy. The authors believe that Central and Eastern Europe is at a political crossroads and today there is a growing sense of nervousness in the region. They say that the United States is likely to lose many of its traditional interlocutors in the region. The most important message in the letter is that the danger is that Russia’s creeping intimidation and influence-peddling in the region could over time lead to a de facto neutralization of the region.

The letter calls for a renaissance of NATO as the most important security link between the United States and Europe.

Proposal for New Regulation on Gas Supplies

The European Commission has adopted a proposal for a new regulation to improve security of gas supplies in the framework of the internal gas market.

The proposed Regulation on security of gas supply provides a common indicator to define a serious gas supply disruption. This is known as N-1, i.e. the shutdown of a major supply infrastructure or equivalent (e.g. import pipeline or production facility). It requires all Member States to have a competent authority that would be responsible for monitoring gas supply developments, assessing risks to supplies, establishing preventive action plans and setting up emergency plans.
